I would like to express my profound gratitude and deep appreciation to the Cybersecurity Malaysia, Ministry of Science, Technology and Innovation, Government of Malaysia and IDB Group for their sustained creative activities and innovative initiative for holding the OIC-CERT workshop and the 2nd annual meeting. After convening of the last two workshops this year in Egypt and Morocco successfully , it was clearly noticed that the activities of OIC-CERT are attracting more attention from the Member States and the concerned institutions in the field of Information security, thanks to the efforts of the Malaysian chairmanship of OIC-CERT. Looking at the current workshop's agenda, we can clearly see how serious and professional the preparations and planning for this workshop are. This reflects a deep and forward-looking vision capable of tackling the challenges of initiating collaborative programs that can benefit both the Member States and the OIC-CERT in the long term. Distinguished Participants, Ladies and Gentlemen, An essential element for developing technical capabilities in the area of information technology in this age is to bridge the digital gap between developed and developing states. This was one of the objectives of the Ten-Year Program of Action of the Islamic World which was adopted by the Third Extraordinary Islamic Summit Conference in 2005. This program encourages public and private national research institutions to invest in capacity-building in areas of advanced technologies. The Information Society to which we aspire is a society that offers everyone equal opportunities to benefit from the advantages of these technologies. Achieving this vision requires the reinforcement of the bonds of solidarity and interdependence among the Member States. Our wish is also for these technologies to favor the improvement of the conditions of the least developed countries among Member States, within the context of an approach based on a proactive solidarity that empowers these countries to build their capacities. Distinguished Participants, Ladies and Gentlemen, As you are all aware, cyber security has become an important element of national security strategies of many developed countries, A western government declared last week in its “National Security Strategy” that cyber crime is considered threat number one. This should draw the attention of OIC Member States to the importance of building their capacities and make provisions to face threats such as cyber attacks, hack threats, or cyber crime. In this regard we belief that the role of OIC-CERT is very important in building capacities by providing expertise and advisory services in formulating initiatives, programs and projects. We also belief that building and developing human resources capacities in the field of cyber security should be a priority of OIC-CERT targets. This could be done by providing continuous training sessions and through exchange of experience between national CERTs in the member states. Distinguished Participants, Ladies and Gentlemen, In view of the phenomena of discrimination, stereotyping and defamation targeting Muslims and their religion known as “Islamophobia”, we invite the OIC-CERT to use its available professional and technical resources (in line with its objectives stated in terms of reference) in order to cooperate with the “OIC Islamophobia Observatory” to identify the best ways and means including technical, administrative and legal tools to combat anti-Islamic contents on the internet. Finally, I would like to welcomes the new OIC-CERT members hoping that they will actively participate in forthcoming OIC-CERT activities. I would also like to extend to all the participants my best wishes for the successful outcome of this meeting. I have the confidence that this meeting would achieve the desired results. I can assure you that our Organization will spare no effort to encourage its Member States and our various specialized institutions to offer all kinds of support to the OIC-CERT.
