TO THE BUDGET OF THE GENERAL SECRETARIAT
ON
(SESSION OF AL-QUDS AL-SHARIF, CONCORD AND
UNITY),
HELD IN DAKAR, REPUBLIC OF SENEGAL,
1. The Economic and Financial Affairs Committee of the
Sixth Islamic Summit Conference (Session of Al-Quds Al-Sharif, Concord and
Unity), held its working session on 4 Jumad Al-Thani 1412H (10 December 1991),
to consider the Report of the committee of Ministers on the financial problems
facing the OIC General Secretariat and its Subsidiary Organs, particularly on
the issue of accumulated arrears of contributions.
2. The Committee deliberated on the items contained in
the Report of the Committee of Ministers which are as follows:
a. Financing of the budgets of the General
Secretariat and its Subsidiary Organs and accumulated arrears of contributions.
b. Scale of contributions of Member States
to the budgets of the General Secretariat and its Subsidiary Organs.
c. Financing of Islamic Universities.
3. After thorough discussions, the Committee
recommended the annexed draft resolutions on the above subjects for
consideration and adoption by the Sixth Islamic Summit Conference.
4. Algeria expressed its reservation on its rate of
contribution, and its reservation on the establishment of the Subsidiary Organs
which is against its national legislation and internal procedures relating to
its international commitments.
ON
The Sixth Islamic Summit Conference (Session of Al-Quds
Al-Sharif, Concord and Unity), held in Dakar, from 3 to 5 Jumada Al Thani, 1412H
(9-11 December, 1991),
Taking into consideration the critical financial situation of the
Organization and the need to find an urgent and lasting solution;
Recalling
the various decisions adopted by the Islamic Conferences of Foreign Ministers
urging Member States to settle their arrears of contributions;
Taking
into consideration the report and recommendations of the Technical Committee
entrusted with examining the problem of accumulated arrears approved by
Resolution 1/20-ORG adopted by the Twentieth Islamic Conference of Foreign
Ministers;
Having
examined the Report of the Secretary General on this question;
Having
also considered the recommendations of the Committee of Ministers entrusted
with examining the financial
situation of the Organization:
1.
Requests the Board of Governors of the
Islamic Development Bank to consider urgently interim measures through which the
IDB could contribute to solve the financial crises faced by the General
Secretariat and its subsidiary organs.
2.
Appeals to Member States for regular payment
of their annual contributions.
3.
Appeals further to the Member States with
accumulated arrears to schedule a settlement of such arrears within a maximum of
eight installments to be paid starting with the Financial Year 1992/1993. In case of full payment of the accumulated arrears, the amount owed by
the country in question shall be reduced by 50%.
4.
Requests the Permanent Finance Committee in
collaboration with the Islamic Commission for Economic, Social and Cultural
Affairs to systematically budgetise all draft resolutions and programmes which
have financial implications before their adoption by the Islamic Conference of
Foreign Ministers.
5.
Requests the Islamic Conference of Foreign
Ministers to provide the General Secretariat and its subsidiary organs with all
the means required to implement the activity programmes and resolutions which it
will adopt, taking into consideration the need to strengthen the Organization
and boost its role of coordination.
6.
Entrusts the Secretary General to consult the
Islamic Development Bank, the host countries of the Subsidiary Organs and Member
States and to submit a report to the Twenty-first Islamic Conference of Foreign
Ministers on the best ways and means of financing the budgets of the General
Secretariat and its Subsidiary Organs, on a permanent basis.

The Sixth Islamic Summit Conference
(Session of Al-Quds Al-Sharif, Concord and Unity), held in Dakar, Republic of
Senegal, from 3 to 5 Jumada Al Thani, 1412H (9-11 December, 1991),
Recalling Article VII of the Charter which
stipulates that the contributions of Member States shall be calculated in
proportion with their national income;
Recalling resolution 13/15-AF on the Scale of Contributions of
Member States to the budgets of the General Secretariat and its Subsidiary
Organs;
Having taken cognizance the study on the scale of contributions of
member States prepared by the Ankara Centre;
Taking note of
resolution 3/20-AF adopted by the Twentieth Islamic Conference
of Foreign Ministers;
Conscious of the need to find a final solution to
the problem of scale of contributions, which hampers the payment of
contributions;
Having taken cognizance of the Report of the Secretary General on
this matter;
1.Decides to maintain the scale of
contributions as fixed by Resolution 13/15-AF adopted by the Fifteenth Islamic
Conference of Foreign Ministers held in 1984 in Saana, coupled with amendments
proposed by the General Secretariat. The
new scale of mandatory contributions is herein attached.
2.Appeals to all Member States
concerned to withdraw their reservations on the scale of contributions in order
to avoid placing obstacles in the way of the Organisation.

The Sixth Islamic Summit Conference (Session of Al-Quds
Al-Sharif, Concord and Unity), held in Dakar, Republic of Senegal, from 3 to 5
Jumada Al Thani, 1412H (9-11
December 1991),
Conscious of the role of Islamic Universities in the
cultural cooperation policy of OIC Member States;
Recalling relevant decisions of the Conference on
the establishment of the Islamic University in Uganda and another in Niger;
Taking note of the report of the Twentieth Islamic
Conference of Foreign Ministers on Cultural Affairs;
Bearing in mind the acute financial problems which
threaten the very survival of the OIC established Universities;
1.
Entrusts the Secretary General to consult the
Islamic Development Bank, the host countries and Member States and to submit a
report to the Twenty-first Islamic Conference of Foreign Ministers on the best
ways and means of financing the budgets of the OIC established Universities, on
a permanent basis.
2.
Requests the Islamic Development Bank and the
Islamic Solidarity Fund to continue assisting other Islamic Universities.
3.
Urges Member States to give financial and
material support to Islamic Universities.
4.
Requests the Board of Governors of the
Islamic Development Bank to consider urgently interim measures through which the
IDB could contribute to solve the financial crises faced by the OIC established
Islamic Universities.
