RESOLUTIONS ON ADMINISTRATIVE AND FINANCIAL AFFAIRS
ADOPTED BY THE NINTH SESSION OF THE ISLAMIC SUMMIT CONFERENCE SESSION OF PEACE AND DEVELOPMENT "AL AQSA INTIFADA"

RESOLUTION No.1/9-AF (IS) ON THE FINANCIAL SITUATION OF THE ORGANIZATION OF THE ISLAMIC CONFERENCE (OIC) AND SUBSIDIARY ORGANS AND THE ISSUE OF ACCUMULATED MANDATORY CONTRIBUTION ARREARS
The Ninth Session of the Islamic Summit Conference, Session of Peace and Development "Al Aqsa Intifada", held in Doha, State of Qatar, from 16-17 Shaaban, 1421H (12-13 November, 2000),
Aware of the key role assumed by the Organization of the Islamic Conference (OIC), through its General Secretariat and subsidiary organs at both the Islamic and international levels which consists of consolidating Islamic solidarity and cooperation and defending the causes of the Islamic Ummah;
Recalling that the efforts exerted by the General Secretariat and its subsidiary organs to fulfill the missions entrusted to them by the different Islamic Conferences require financial and material support;
Aware that Para. 1 of Article 7 of the OIC Charter stipulates that Member States shall bear, according to their national revenue, all expenditure of the General Secretariat;
Expressing its deep anxiety over the grave financial difficulties of the General Secretariat and its subsidiary organs ensuing from the delay or reluctance on the part of some Member States to settle their contributions, which has led to the accumulation of overdues to the point where they have reached more than US$81,696,553.00 and which jeopardizes the implementation of the various activities of the General Secretariat and its subsidiary organs;
Referring to Resolution No. 3/21-AF of the 21st ICFM held in Karachi, Islamic Republic of Pakistan, from 4 - 8 Zul Qiadah 1413H (April 25-29, 1993);
Referring to Resolution No. 3/23-AF on the financial situation of the OIC and the issue of accumulated arrears of Member States' mandatory contributions, i.e., the Resolution adopted on the subject by the 23rd ICFM held in Conakry, Republic of Guinea, 17-20 Rajab, 1416H (December 9-12, 1995);
Referring to Resolution No. 2/25-AF of the 25th ICFM held in Doha, State of Qatar, 17-19 Zul Qiadah, 1418H (March 17-19, 1998);
Referring to Resolution No. 6/27-AF on the financial situation of the OIC and the application of measures against States that have accumulated arrears in settling their contributions, i.e. the Resolution adopted on the subject by the 27th ICFM held in Kuala Lumpur, Malaysia, from 24-27 Rabiul Awwal 1421H (27-30 June 2000);
Having taken cognizance of the Report of the Secretary-General on the financial situation of the General Secretariat and its subsidiary organs, Document No. IS/9-2000/AF/D.1;
Stressing the need to provide the General Secretariat and its subsidiary organs with the resources that enable their fulfillment of their missions in the service of joint Islamic action:
1. Expresses its appreciation for the efforts exerted by the Secretary-General in adopting measures to develop the work and administration of the OIC, enhance its effectiveness, and implement the resolutions issued by Islamic Conferences, as well as to rationalize expenditure and ensure compliance with the financial rules and regulations.
2. Urges Member States which have not yet done so, to expedite the settlement of their due contributions, as well as their contribution arrears, in order to enable the General Secretariat and its subsidiary organs to discharge the missions entrusted to them, and to avoid incurring the application of the measures stipulated in the above-mentioned Resolution No. 6/27-AF of the 27th ICFM.
3. Requests the Secretary-General to follow up the implementation of this resolution and report on progress thereon to the 28th ICFM.
RESOLUTION NO.2/9-AF (IS) ON REORGANIZATION OF THE GENERAL SECRETARIAT AND ITS ROLE IN MEETING THE CHALLENGES IN THE NEW MILLENNIUM
The Ninth Session of the Islamic Summit Conference, Session of Peace and Development "Al Aqsa Intifada", held in Doha, State of Qatar, from 16-17 Shaaban, 1421H (12-13 November, 2000),
Guided by the principles of the Charter of the Organization of the Islamic Conference;
Emphasizing the need to activate the role of the Organization and enhance its effectiveness and efficiency in the pursuant of its objectives in the new millennium;
1. Entrusts the General Secretariat, in consultation with the Chair of the Ministerial Conference and the IDB to appoint a management consultant firm to undertake comprehensive study on the Organization with the view to revamp the existing setup to make it efficient and lean;
2. Appreciates the initiative of the Islamic Development Bank to bear the expenses of the required study.
3. Undertakes to convene a meeting of the Intergovernmental Group of Experts entrusted with Administrative Reform and Financial Redress of the OIC on ways and means of reforming the Organization early 2001.
4. Requests the Secretary General to follow up the implementation of this resolution and to submit a report thereon to the Twenty-eighth Session of the Islamic Conference of Foreign Ministers.
