ON ORGANIZATIONAL AND STRUCTURAL MATTERS PERTAINING TO THE
ORGANIZATION OF THE ISLAMIC CONFERENCE
The Meeting of the Foreign Ministers preparatory to the Fifth Islamic Summit Conference held in Kuwait, State of Kuwait, from 22-25 Jumada Al Oula 1407H Corresponding to 22 - 25 January, 1987;
Recalling Resolution No. 10/13-AF adopted by Thirteenth Islamic Conference of Foreign Ministers held in
Niamey and Resolution No. 11/14-AF adopted by the Fourteenth Islamic Conference of Foreign Ministers, held in Dhaka on the need to coordinate and rationalize the activities of the Organization of the Islamic Conference and the organs established under its auspices;
Also Recalling Resolution No. 14/15-AF adopted by the Fifteenth Islamic Conference of Foreign Ministers held in Sana'a on the review of the Administrative and Financial Regulations of the Organization of the Islamic Conference and its subsidiary organs;
Expressing the need to improve the efficiency and effectiveness of General Secretariat of the OIC , its subsidiary organs, institutions and centres established under its auspices to
fulfill the aspiration of Member States;
Recognizing the importance of the sound planning for the activities of General Secretariat and the organs, institutions and centres of the OIC;
Taking note of the two studies prepared by the Institute of Public Administration of the Kingdom of Saudi Arabia on the coordination and rationalization of
the activities of the OIC and the organs established under its auspices and on the reform
or the administrative and financial regulations of the Organization;
1-Entrusts the General Secretariat to convene, as soon as possible, the next meeting of the Committee of Experts entrusted with the task of examining ways and means of coordinating the activities of the General Secretariat and all Subsidiary Organs, Institutions, and Centers, established under the auspices of the OIC as well as to assess and review the functions and performance of these bodies with a view to eliminating any duplication of work and enhancing their effectiveness and efficiency-
2-Also entrust the General Secretariat to convene, as soon as possible , the next meeting of the Six-Member Committee of Experts entrusted with the task of reviewing the administrative and financial regulations of the General Secretariat and all Subsidiary Organs, Institutions and Centers established under the auspices of the
OIC.
3-Requests the Six-Member Committee of Experts to submit its recommendations, on the ways and means to encourage the Member States to honor their financial obligations to the Seventeenth Islamic Conference of Foreign Ministers.
4-Calls upon the General Secretariat to submit the recommendations of the aforementioned Committee to the Seventeenth Islamic Conference of Foreign Ministers for appropriate decisions.
RESOLUTION NO. 2/5-AF(IS)
ON FINANCIAL Situation OF THE GENERAL SECRETARIAT OF THE OIC AND ITS SUBSIDIARY ORGANS
The Meeting of the Foreign Ministers preparatory to the Fifth Islamic Summit Conference held in Kuwait the State of Kuwait from 22 to 25 Jumada Al Oula, 1407H
corresponding to 22-25 January, 1987;
Conscious of the role of the Islamic conference through the General Secretariat end Subsidiary Organs, at both Islamic and International levels for consolidating Islamic Solidarity and cooperation and for defending Islamic
causes;
Recognizing that the efforts exerted by the General Secretariat and its subsidiary Organs in the various fields to carry out the numerous tasks assigned to them by Islamic Conferences require financial Support;
Expressing serious concern at the difficult and uncertain financial conditions faced by the General Secretariat and Subsidiary Organs which jeopardize their activities and accomplishment of tasks entrusted to them due to the delay in payment of contributions by some Member States;
1-Urges Member States to honor their financial obligations regularly and promptly
2-Appeals to the Member States which have arrears in the payment of their contributions to settle the arrears.
3-Urges the General Secretariat to pursue its efforts in rationalizing its expenditures
4-Approves in principle, the commencement of calendar year commencing on the First of January as the financial year for the General Secretariat and Subsidiary Organs, following approval of the Study on Organizational Matters by the Seventeenth Islamic Conference of Foreign Ministers:
ON THE BUDGET OF THE GENERAL SECRETARIAT OF THE OIC FOR THE FINANCIAL YEAR 1986/67.
The Meeting of the Foreign Ministers preparatory to the Fifth Islamic Summit Conference, held in Kuwait, the State of Kuwait from 22 to 25 Jumada Al Oula, 1407H corresponding to 22-25 January, 1987;
Having examined the budget proposals of the OIC General Secretariat of the Organization of the Islamic Conference for the financial year
1986/87;
Having considered the recommendations of the Seventeenth Session of the Permanent Finance Committee pertaining to aforementioned budget proposals;
Approves the budget of the General Secretariat for the financial year 1986/87 amounting to US $ 7,970,000.00 ( Seven million nine hundred seventy thousand US Dollars) to be fully financed by mandatory contributions of Member States at the rate of assessment approved by the Fifteenth Islamic Conference of Foreign Ministers.
ON THE BUDGET OF THE STATISTICAL, ECONOMIC AND SOCIAL
RESEARCH AND TRAINING CENTER FOR ISLAMIC Countries ,
ANKARA FOR THE FINANCIAL YEAR 1986-87.
The Meeting of the Foreign Ministers preparatory to the Fifth- Islamic Summit Conference, held in Kuwait, the State of Kuwait from 22 to 25 Jumada Al Oula, 1407H corresponding to 22 to 25 January,
1987;
Having examined the budget proposals of the Statistical, Economic and Social Research and Training Center for Islamic Countries, Ankara, for the financial year 1986/87;
Having considered the recommendations of the Seventeenth Session of the Permanent Finance Committee on the above mentioned budget proposals;
Approves the budget of the Statistical, Economic and Social Research and Training Center for Islamic Countries for the financial year 1986/87, amounting to US $ 2,000,000.00 ( Two million US dollars) to be fully financed by mandatory contributions of Member States at the rate of the assessment approved by the Fifteenth Islamic Conference of Foreign Ministers
ON THE-. BUDGET- OF THE ISLAMIC CENTER FOR TECHNICAL AND VOCATIONAL TRAINING AND RESEARCH, DHAKA, FOR THE FINANCIAL YEAR 1986/87
The Meeting of the Foreign Ministers preparatory to the fifth Islamic Summit Conference held in Kuwait,. the State of Kuwait, from 22 to 25 Jumada al-Oula, 1407H corresponding to 22-25 January 1987;
Having examined - the budget proposals of the Islamic Center for Technical and Vocational Training and Research, Dhaka, for the financial year -1986/87;
having considered the recommendations of the Seventeenth Session of the Permanent Finance Committee on the above-mentioned budget proposals;
Approves the budget of the Islamic Center for Technical -and Vocational Training and Research, for the financial year 1986/87, amounting to US$ 2,200,000.00 (US Dollars Two million two hundred thousand), to be financed by mandatory contributions of Member States at the rate of the assessment approved by Fifteenth Islamic Conference of Foreign Ministers.
ON THE BUDGET OF THE ISLAMIC CENTER FOR THE DEVELOPMENT OF TRADE, CASABLANCA, FOR THE FINANCIAL YEAR 1986/87
The Meeting of the Foreign Ministers preparatory to the Fifth Islamic Summit Conference, held in Kuwait, the State of Kuwait, from 22 to 25 Jumada:AI
Oula, 1467H, corresponding to 22-25 January, 1987;
Having examined the budget proposals of the Islamic Center for the Development of Trade, Casablanca, for the financial year 1986/87;
Having taken cognizance of the recommendations of the Seventeenth Session of the Permanent Finance Committee on the above mentioned budget proposals;
Approves the budget of the Islamic Center for the development of trade, for the financial year 1986/87, amounting to US$ l,300,000.00 (US Dollars One million three hundred thousand) to be fully financed by mandatory contributions of Member States at the rate of the assessment approved by the Fifteenth Islamic Conference of Foreign Ministers.
ON THE BUDGET OF THE RESEARCH CENTER FOR ISLAMIC HISTORY ART AND CULTURE, ISTANBUL, FOR THE FINANCIAL YEAR 1986/87
The Meeting of the Foreign Ministers preparatory to the Fifth Islamic Summit Conference held in Kuwait, the State of Kuwait, from 22-25 Jumada al Oula, 1407H, corresponding to 22-25 January 1987;
Having examined the budget proposals of the Research Center for Islamic History, Art and Culture, Istanbul, for the financial year 1986/87;
Having considered the recommendations of the Seventeenth Session of the Permanent Finance Committee on the above mentioned budget proposals;
Approves the budget of the Research Center for Islamic History, Art and Culture, for the financial year 1986/87, amounting to US$ l,700,000.00 (US Dollars One million seven hundred thousand) to be financed as follows:
-US $ 1,650,000.00 (US Dollars one million six hundred fifty thousand) - by mandatory contribution of
member states at the rate of the assessment approved by the fifteenth Islamic conference of foreign ministries.
-US $ 50,000.00 (US Dollars fifty thousand) from the Center's resources .
ON THE BUDGET OF THE INTERNATIONAL COMMISSION FOR THE PRESERVATION OF THE ISLAMIC CULTURAL HERITAGE, ISTANBUL, FOR FINANCIAL YEAR 1986/87
The Meeting of the Foreign Ministers, preparatory to the Fifth Islamic Summit Conference held in Kuwait, the State of Kuwait, from 22-25 Jumada al Oula, 1407H, corresponding; to 22-25 January- 1987;
Having examined the budget proposals of the International Commission for the Preservation of the Islamic Cultural Heritage, Istanbul, for the financial year 1986/87;
Having considered the recommendations of the Seventeenth Session of the Permanent Finance Committee on the above-mentioned budget proposals;
Approves the budget of the International Commission for the Preservation of the Islamic Cultural Heritage, for the financial year 1986/87 amounting to US$ 900,000.00 (US Dollars Nine hundred thousand) to be fully financed by mandatory contributions of Member States at the rate of the assessment approved by the Fifteenth Islamic Conference of Foreign Ministers.
ON THE BUDGET OF THE ISLAMIC FIQH ACADEMY, JEDDAH FOR THE FINANCIAL YEAR 1986/87
The Meeting of the Foreign Ministers preparatory to the Fifth Islamic Summit Conference, held in Kuwait, the State of Kuwait, from 22 to 25 Sumada al-Oula, 1407H, corresponding to 22 to 25 January -1987;
Having examined the budget- proposals of the Islamic Fiqh Academy, Jeddah, for the financial year 1986/87;
Having considered the recommendations of the Seventeenth Session of the Permanent Finance Committee on the above-mentioned budget proposals;
Approves the budget of the Islamic Fiqh Academy for the financial year 1986/87 amounting to US$ 2,000,000.00 (US Dollars Two million) to be fully financed by mandatory contributions of Member States at the rate of the assessment approved by the Fifteenth Islamic Conference of Foreign Ministers.
ON THE BUDGET OF THE ISLAMIC FOUNDATION FOR SCIENCE, TECHNOLOGY AND DEVELOPMENT, JEDDAH FOR FINANCIAL YEAR 1986/87
The Meeting of the Foreign Ministers preparatory to the Fifth Islamic Summit Conference, held in Kuwait, the State of Kuwait, from 22 to 25 Jamada al Oula, 1407H, corresponding to 22 to 25 January 1987;
Having examined the budget proposals of the Islamic Foundation for Science, Technology and Development, Jeddah, for the financial year 1986/87;
Having considered the recommendations of the Seventeenth Session of the Permanent Finance Committee on the above-mentioned budget proposals;
Approves the budget of the Islamic Foundation for Science, Technology and Development for the financial year 1986/87 amounting to US$ l,430,400.00 (US Dollars One million four hundred thirty thousand four hundred) to be fully financed by mandatory contributions of Member States at the rate of the assessment approved by the Fifteenth Islamic Conference of Foreign Ministers.
