SUPPORT FOR THE ANNUAL BUDGET OF THE ISLAMIC SOLIDARITY FUND AND ITS ENDOWMENT (WAQF)

The Third Islamic Summit Conference (Palestine and Al Quds Session) meeting in Mecca Al Mukarramah, Kingdom of Saudi Arabia, from 19th to 22nd Rabi Al Awal 1401 H. (25-28 January 1981)

RECALLING the resolution adopted by the Second Islamic Summit Conference held in Lahore, Islamic Republic of PAKISTAN, in 1394 H (1974 AD), on the establishment of an Islamic Solidarity Fund to finance matters pertaining to Islamic unity and other causes to promote Islamic culture, values and support Islamic Universities, and providing for Member States to contribute to the Fund according to their respective capacities;

NOTING WITH SATISFACTION the achievements of the Fund over the last six years, in confirmation of Islamic solidarity, and in providing support to both official and non-official institutions engaged in matters of Islamic Culture, higher education and orientation, as well as youth welfare throughout the Muslim world, and also to support the struggle and steadfastness of the Palestinian people in occupied Palestine, particularly in AL QUDS AL SHARIF;

EAGER TO increase the financial resources of the Fund to enable it to influence the Cultural structure of Muslim societies and to raise the level of its aid to institutions sponsored by the Fund in the Muslim world from their present token level to a level commensurate with the ambitions of the Organization of the Islamic Conference and conducive to the realization of its cultural, spiritual and social objectives;

DECIDES:

1. That the annual budget of the Fund urgently needs to be increased to no less than 50 million dollars, and that all Member States of the Organization be called upon to make contributions and redouble their contributions to ensure the above level for the budget and activities of the Fund;

2. To confirm the practice of previous conferences in convening meetings for Member States to pledge their contributions to the Fund,

3. To invite the Permanent Council of the Fund and the Secretariat of the Organization to take all necessary measures to ensure additional resources for the Fund, such as postal stamps issues, competitions and fund raising fairs, as well as other fund raising activities, in coordination with the authorities in Member States:

4. To organize annual fund raising campaigns in each Member State and arrange for donations Co be collected for the Fund during the blessed month of Ramadan being the month of Islamic solidarity. Each Member State shall name the body to be responsible for this campaign in its territory. Such bodies shall urge private institutions and able individuals to give donations to the Fund;

5. To invite Member States to provide additional contributions to finance projects they may wish to carry out under the aegis of the Fund in the name of the financing Member States;

6. To endorse the decision of previous Islamic Conference of Foreign Ministers to set up a Special Endowment (Waqf) for the Fund with a capital of 100 million dollars and to administer this Endowment (Waqf) in accordance with its approved statute, to bring in an appropriate annual return to ensure the continuity of the Fund in carrying out its mission and to invite Member States to speed up covering the capital of this Waqf with voluntary contributions.

THE ESTABLISHMENT OF AN ISLAMIC RELIEF AGENCY

The Third Islamic Summit Conference (Palestine and Al Quds Session) meeting in Mecca Al Mukarramah, Kingdom of Saudi Arabia, from 19th to 22nd Rabi Al Awal 1401 H. (25-28 January 1981)

HAVING REVIEWED the proposal made by the Secretariat of the Organization of the Islamic Relief Agency within the framework of the Islamic Solidarity Fund;

AFFIRMING the importance of this Agency in promoting the activities of the Organization of the Islamic Conference in the humanitarian field;

CONSIDERING that there is a need to complete the necessary studies to determine the activities and functions of the proposed Agency, as well as its relation with other bodies of the Organization,

DECIDES:

1. To request the Secretariat and the Permanent Council of the Islamic Solidarity Fund to conduct further studies on the various aspects of the matter, including the topic of the refugees and to re-submit the project again to the Islamic Conference of Foreign Ministers;

2. That the Islamic Solidarity Fund should continue its duties in respect of disasters relief and to authorize the Fund to take the necessary measures to ensure more efficiency in the fulfillment of this task.

RESOLUTION No. 3/3-C(IS)
PARTICIPATION OF MEMBER STATES IN THE CONSTRUCTION OF THE "AL ASNAM" REGION IN ALGERIA

The Third Islamic Summit Conference (Palestine and Al Quds Session) meeting in Mecca Al Mukarramah, Kingdom of Saudi Arabia, from 19th to 22nd Rabi Al Awal 1401 H. (25-28 January 1981)

HAVING NOTED the report submitted by the General Secretariat of the Organization of the Islamic Conference on the preliminary estimates of the human and material losses caused by the earthquake in the Algerian region of "AL ASNAM";

HAVING REVIEWED the measures taken by the General Secretariat of the Organization of the Islamic Conference and the Islamic Solidarity Fund to help the victims of this disaster;

HAVING REGARD TO the proposals submitted by the General Secretariat of the Organization of the Islamic Conference of the need to apply the principle of Islamic solidarity, which calls for the participation of all Islamic states in the reconstruction of the Algerian region of "AL ASNAM";

DECIDES:

1. To express regret and sympathy to the people and Government of the People's Democratic Republic of ALGERIA,

2. To appeal to all Member States to contribute towards the reconstruction of the "AL ASNAM" region in ALGERIA, in compliance with the principles of Islamic solidarity, which urges all Muslims to act collectively in support of each other in time of disaster. This contribution will be arranged so as to enable all Member States to take part, each according to its capacity, in the reconstruction of the Algerian region "AL ASNAM";

3. To request the General Secretariat of the Organization of the Islamic Conference to circulate among all Member States, in collaboration with the Government of the People's Democratic Republic of ALGERIA the plans for the reconstruction of the afflicted region and to coordinate their contribution in rebuilding the infrastructures of that region;

4. To ask the Secretary General of the Organization of the Islamic Conference to prepare a report on the subject for submission to the Twelfth Islamic Conference of Foreign Ministers

THE ISLAMIC CENTER IN GUINEA BISSAU, THE AHMED BABA CENTER IN TIMBUKTU, MALI, THE ISLAMIC UNIVERSITY IN NIGER AND THE ISLAMIC UNIVERSITY IN UGANDA

RECALLING the resolution adopted by the Second Islamic Summit Conference concerning the establishment of two Islamic Universities in NIGER and UGANDA;

TAKING NOTE of the resolutions adopted by the Islamic Foreign Ministers Conference on the establishment of an Islamic Center in Guinea Bissau and the transformation of the AHMED BABA center in TIMBUKTU into a Regional Institute for Islamic Research and Studies;

STRESSING the importance of such cultural and educational projects and the necessity of accomplishing them;

DECIDES:

1. to confirm that the Organization of the Islamic Conference is committed to the implementation of these projects;

2. to let the Islamic Solidarity Fund continue to play its role in this connection;

3. to appeal to Member States to extend direct assistance to help finance these projects;

4. to confirm the Islamic Conference's commitment to the establishment of the UGANDA University, and to ask the Islamic Solidarity Fund to resume its assistance which had ceased owing to exceptional circumstances;

5. to invite the Government of Niger to pursue its efforts towards the establishment of the Islamic University in NIGER as early as possible.

THE CONSOLIDATION OF THE ISLAMIC FOUNDATION FOR SCIENCE AND TECHNOLOGY

The Third Islamic Summit Conference (Palestine and Al Quds Session) meeting in Mecca Al Mukarramah, Kingdom of Saudi Arabia, from 19th to 22nd Rabi Al Awal 1401 H, (25-28 January 1981)

COMMENDING the resolution adopted by the Tenth Islamic Conference of Foreign Ministers regarding the establishment of the Islamic Foundation for Science and Technology designed to foster scientific research and studies, to frame an Islamic Strategy for the development of science and technology, and help Member States to cooperate and coordinate their activities in the fields of science and technology;

EMPHASIZING the importance of and necessity for cooperation in the fields of science and technology as well as in the development of scientific research in the interest of all Islamic States, guided by Islamic and human values for the welfare of mankind:

CONSIDERING the necessity of making available the funds needed to enable this Foundation to undertake its task and begin its activities;

TAKING NOTE of the executive measures taken by the General Secretariat of the Organization of the Islamic Conference regarding the establishment of the Islamic Foundation for Science".

DECIDES:

1. To appeal to all Member States to help provide the capital needed for Islamic Foundation for Science and Technology, estimated at $50 million. This should be adequate for the first stage of the Foundation's activities;

2. To request the General Secretariat of the Organization of the Islamic Conference to complete the practical steps necessary for the establishment of the Foundation and to intensify its contacts with the Member States to explain the Foundation's aim and to urge them to extend material and moral support for it;

3. To express appreciation and gratitude to the Government of the Kingdom of Saudi Arabia which has pledged the Foundation an assistance of 15 million US dollars.

THE ISLAMIC EDUCATIONAL SCIENTIFIC, AND CULTURAL ORGANIZATION

CONVINCED that the cultural and educational foundations of the Islamic world play an important role in assuring its continuity and steadfastness in the face of factors seeking to distort, erode and alienate it, assisting it to counter the various assaults and the alien views maliciously introduced into Islam where education, science and culture are concerned;

AFFIRMING the need to emphasize the traits of Islamic culture and education promoting them in the Islamic world as well as throughout the world, stressing the need to coordinate activities of Islamic scientific and educational institutions existing in various countries of the world with a view to fostering full integration among them and establishing understanding and cooperation among institutions and eminent figures in. the field of Islamic culture on the one hand and other cultures on the other hand for the benefit of humanity and world peace;

HAVING NOTED resolutions No.(l2/10-C) and (2/11-C) adopted by the Tenth Islamic Conference in Fez and the Eleventh Conference held in ISLAMABAD on the establishment of an Islamic Educational Scientific and Cultural Organization to be seated in the Kingdom of MOROCCO and the endorsement of its statute;

The Conference Decides:

1. To urge member states to support the Islamic Educational, Scientific and Cultural Organization by facilitating the modalities for its establishment and enabling it to start the discharge of its functions;

2. To call upon member states to declare their membership of the Islamic Educational, Scientific, and Cultural Organization and to urge the states which have not yet ratified its statute to finalize the procedures of ratification,

3. To approve the recommendations adopted by the Sixth Session of the Islamic Commission for Economic, Cultural and Social Affairs held in JEDDAH in Moharram, 1401H (November, 1980) on convening the Constituent Assembly of the Islamic Educational, Scientific and Cultural Organization in the host country.

RESOLUTION No. 7/3-C(IS)
THE ORGANIZATION OF ISLAMIC SOLIDARITY GAMES AMONG THE OIC MEMBER STATES

The Third Islamic Summit Conference (Palestine and Al Quds Session) meeting in Mecca Al Mukarramah, Kingdom of Saudi Arabia, from 19th to 22nd Rabi Al Awal 1401 H. (25-28 January 1981)

HAVING NOTED the important role played by sports and games in fostering closer ties of fellowship, friendship and understanding;

REALIZING that all possible measures need to be taken to establish unity, brotherhood and understanding amongst the peoples of the Islamic countries;

NOTING that the proposal of Bangladesh for organizing periodic international games amongst the OIC member countries has been approved in principle by the Eleventh Foreign Ministers' Conference;

HAVING CONSIDERED the necessity of setting up an appropriate organization and of laying rules and regulations for conducting the games and of taking other measures to achieve the following objectives:

1. To promote Islamic solidarity, unity and brotherhood amongst the QIC countries through sports activities;

2. To organize periodical competitions (once in four years) in selected games and sports between the OIC countries;

3. To facilitate the exchange of sports teams between Member countries;

4. To organize and provide training facilities to improve the standard of games and sports in the Member countries;

5. To render help and technical assistance to the Member countries for developing sports facilities and adopting the measures conducive to sports promotion;

6. To take any other measures that may be necessary for the purpose;

HAVING NOTED the recommendations made by the Expert Committee and the Sixth Session of the Islamic Commission for Economic, Cultural and Social Affairs held in JEDDAH, on the basis of the proposals made by BANGLADESH for the institution of the "Islamic Solidarity Games" amongst the members of the OIC and the establishment of an "Islamic Solidarity Games Confederation" with representatives from all the Muslim states of the OIC;

HAVING CONSIDERED the noble objectives of the Islamic Solidarity Games;

DECIDES:

1. To reaffirm the contents of the resolution adopted by the Eleventh Islamic Conference approving in principle the Organization of sports' manifestations among member states of the Organization of the Islamic Conference;

2. Invites all member states to cooperate in organizing Islamic Solidarity Games periodically, and to contribute to air their activities in order to achieve the objectives required of them;

3. To forward the draft statute of the Islamic Solidarity Games Confederation to all member states for their views and comments and submit these to the Special Committee composed of the following states: Kingdom of SAUDI ARABIA, IRAQ, TURKEY, BANGLADESH, United Arab EMIRATES, Islamic Republic of PAKISTAN, TUNISIAN Republic, Republic of the GAMBIA, Popular Revolutionary Republic of GUINEA, Republic of GABON, and Democratic Republic of SOMALIA, to draw up the final text of the foregoing draft with a view to submitting it to the forthcoming Islamic Conference of Foreign Ministers for adoption and ratification;

4. To welcome the invitation extended by the Kingdom of Saudi Arabia to host the Second Islamic Solidarity Games in 1983, and to call on member states to contribute in a positive manner to these Games.

THE ESTABLISHMENT OF AN ISLAMIC FIQH ACADEMY

The Third Islamic Summit Conference (Palestine and Al Quds Session) meeting in Mecca Al Mukarramah, Kingdom of Saudi Arabia, from 19th to 22nd Rabi Al Awal 1401 H. (25-28 January 1981)

TAKING NOTE of the inaugural statement addressed by his Majesty King Khalid Bin ABDUL AZIZ, Monarch of the Kingdom of Saudi Arabia, to the leaders of the Muslim nation and to Muslims everywhere in which he called upon men of learning and thought in the Muslim nation to mobilize their capacities to cope with the developments and problems of contemporary life through ijtihad (erudite interpretation), guided by the noble faith and its everlasting principles capable of fulfilling the spiritual and material interests of man at all times and in all places; and His Majesty's call for the establishment of a World Academy for Islamic Fiqh (Jurisprudence), to include the ulemas, religious scholars and intellectuals in the Islamic world, with a view to providing the authentic Islamic answer to every question posed by contemporary life;

NOTING the decisive part played by learning and thought in the progress of nations and advancement of peoples;

RECALLING the remarkable constructive cultural role, played by Islamic Shariah and Islamic heritage, which enriched man's learning and led mankind to enlightenment and guidance, and which is still a rich source and a sound basis for a better future for all humanity;

AFFIRMING the need of the Muslim nation, at this significant juncture in its history, to have an academy wherein its ulemas, religious scholars and wise men could come together and pool their ijtihad to provide this nation with authentic rulings derived from the everlasting Islamic intellectual sources in the Book of God and the Sunnah of his Prophet;

DECIDES:

1. To establish an Islamic Fiqh Academy whose membership shall consist of Ulemas, religious scholars and intellectuals in various cultural, scientific, social and economic disciplines from various parts of the Islamic world to study problems of contemporary life and to engage in original effective Ijtihad with a view to providing solutions, derived from Islamic tradition and taking into account developments of Islamic thought, for these problems;

2. To request the Secretary General of the Organization, in consultation with Rabita Al Alam Al Islami, to take the necessary steps to elaborate a statute for this Academy and to submit it to the next Islamic Conference of Foreign Ministers for approval and subsequent implementation.
